The Portfolio Committee on Community Safety and Transport Management chaired by Hon. Freddy Sonakile has issued official summonses as it moves to finalise its inquiry into the affairs of the North West Transport Investment (NTI) SOC Ltd. Summonses have been issued to:
Business Rescue Practitioner 1, Mr Thomas Sammons; and Directors of TansNat, Triponza Trading, and Ziggy Investments.
This action follows the Committee’s engagements on 25 and 26 September 2025, during which Members unanimously resolved to invoke their powers in terms of the Powers, Privileges and Immunities of Parliament and Provincial Legislatures Act. The decision was taken after the Business Rescue Practitioner failed to honour three consecutive invitations to appear before the Committee.
Committee Chairperson Freddy Sonakile emphasised the gravity of this step, stating:
“The Committee has been exceptionally patient. For an entire year we have pursued voluntary cooperation, but continuous non-appearances and limited engagement have left us with no choice. These summonses are a necessary and lawful step to ensure accountability.”
The summoned individuals and entities are required to appear before the Committee to explain their roles in the administration and operation of the Escrow Account linked to NTI.
The sitting is scheduled as follows;

Venue : Committee Room 2 at the North West Provincial Legislature
To strengthen its fact-finding efforts, the Committee has also invited the SIU and the Hawks, both of which continue to investigate allegations of wrongdoing within NTI.
Chairperson Sonakile further stressed the importance of full compliance:
“We sincerely hope that all summoned parties will honour these lawful summonses. Failure to appear will leave the Committee with no alternative but to pursue criminal charges as provided for in the law. We have extended more than reasonable opportunity for cooperation.”
If the proceedings proceed as planned, the Committee anticipates concluding its work and preparing a comprehensive report for tabling and adoption by the House. The report will address critical matters, including governance failures, the salary crisis, possible criminal conduct, and a set of recommendations on the future of NTI.
Hon. Sonakile reaffirmed the Committee’s commitment, stating:
“Our priority is clear: to restore stability, protect workers, and ensure that the province’s public transport entity is placed on a path of accountability and recovery. We will not compromise on these principles.”
